The Project of CyberLibrary | OPERA Technology is initiated by the Department of Information Engineering, The Chinese University of Hong Kong, and fully sponsored by the Industry Department, The Government of the HKSAR's Innovation and Technology Fund (ITF).

Our missions are;

• Initiate a research and development of innovative tools and systems to enhance the quality of service in delivery multimedia content;
• To develop a set of standard application tools specifically designed to streamline the management and delivery of multimedia information such as audio, video, and high-resolution images;
• To adopt an Open Source policy where both binary and source code for the finished system components will be made publicly available for Internet Service Providers (ISP), Internet Content Providers (ICP) and Application Service Providers (ASP).
